EU warns Italy to improve flood-prevention plans

Brussels, November 21 - The European Commission on Wednesday sent Italy a "reasoned opinion" - the second step in a judicial process - on the shortcoming of the country's flood prevention plans. The reasoned opinion is a step in the process leading to the European Court of Justice. EU countries are required to analyze flood risks and develop contingency plans, but the European Commission's step suggests Italy has not done enough to prepare in the event of a catastrophic flood. Just last week the banks of the Tiber in Rome nearly overflowed after weeks of battering rain throughout the country that killed several and caused hundreds of millions of euros in damage. Wednesday's measure implies the Commission is preparing to take Italy to the Court of Justice to force it to improve its disaster plans. Rome has two months to reply.
