Rome, November 29 - The "structural" recourse to emergency decrees and votes of confidence to force laws through "mortify the primary role of parliament as the transparent and political forum" for political debate, Senate Speaker Pietro Grasso said Tuesday. He stressed the importance of debate and "reconciling different political claims", also as a way of "pondering alternative solutions". The government's overhaul of Italy's political machinery, to be put to a referendum Sunday, would reduce the use of confidence votes and decrees by streamlining the legislative process, partly thanks to the abolition of the Senate in its present form.
