(see related)Paris, November 28 - The Italian government's constitutional reform law, which must be approved by a popular referendum to be held December 4, is a "fundamental change to Italy's system of government and in the attribution of powers to regions and to the State," Organization for Economic Cooperation and Development (OECD) Secretary General Angel Gurria told ANSA on Monday. He spoke on the sidelines of the presentation of the organization's November economic outlook report in Paris. "The reform's proposed changes are positive, and they're important for the future of Italy," Gurria said. "However in the end, it will be up to the Italian people to choose".
